Community Futures Heartland: Building Carman/Dufferin through economic development
Economic development is hugely important to Carman and the RM of Dufferin, since it helps families to find work here, build businesses, and grow and remain in the community we all love so much. While many chase the dream of “making it on their own,” there are resources available to make starting a viable business much easier and to keep an existing business running smoothly and prosperously for years to come. Community Futures Heartland (CFH) is one such resource.
What is Community Futures Heartland?
As an economic development agency, Community Futures Heartland works together with 24 towns, cities, and municipalities across the “Heartland” region of Manitoba, including towns and cities, like Carman and Winkler, and rural municipalities, like Dufferin and Roland.
Established in 1993, CFH’s main goal is to help rural Canadians start or expand a business in order to promote sustainability and improve communities and local economies. Through various programs, loans, advisory services, and educational services, CFH is creating opportunities across the Heartland region for entrepreneurs to create meaningful, economically stimulating enterprises.
Since 2001, CFH has helped to create 778 full-time jobs through 215 loans totalling over $7.8 million.
What services does Community Futures Heartland offer?

- Advisory services: Business plan preparation, cash flow projections, a business resource library, market information, and bookkeeping assistance.
- Financial services: Through 16 corporations, CFH provides repayable loans to entrepreneurs who want to start or expand a business.
- Loans up to $150,000, with a competitive fixed interest rate and terms that help your business succeed
- Self-employment Assistance Program: Through a partnership with Manitoba Education and Training, CFH offers eligible Employment Insurance recipients the chance to start their own business, providing EI benefits during the beginning and growth stages of your business.
