RURAL MUNICIPALITY OF DUFFERIN
Tuesday, August 18, 2009 at 7:00 p.m.

A regular meeting of the Council of the Rural Municipality of Dufferin held in the Council Chambers, Memorial Hall in Carman on the 18th of August 2009 at 7:00 P.M. Reeve Shawn McCutcheon presided with the following Councillors present: Deputy Reeve George Gray, Barry Driedger, Brent Cohoe, Fred Dunn, John Peckover and Don McCutcheon. Also present were Tyler King, Economic Development officer, Rodney Last, Municipal Foreman, Sharla Murray, Assistant Administrator and Ruth Stege, Chief Administrative Officer. Present from the press was Glen Hallick. Present from the community was Dennis Hoeppner

Reeve Shawn McCutcheon called the meeting to order at 7:03 P.M.

Correspondence was received from Manitoba Intergovernmental Affairs and Manitoba Conservation regarding the change from Agriculture General to Parks and Recreational. A copy of these letters was given to the Press and to Dennis Hoeppner, the only persons present for the Public Hearing.

BE IT RESOLVED that the Council of the Rural Municipality of Dufferin adopt the minutes of the regular meeting of July 21st and the minutes of the special meeting of July 20th, 2009, as circulated, all statutory requirements having been fulfilled.

BE IT RESOLVED that the Council of the Rural Municipality of Dufferin give 2nd reading to By-law No. 1847, being a by-law authorizing the municipality to borrow $475,000 for funding of the renovations and new construction of the Fire Hall & Fire Truck.

#13 Re: Muscular Dystrophy Awareness Month – Councillors Cohoe/Dunn
WHEREAS people today have the opportunity to live longer lives because of breakthroughs in medical research, and;
WHEREAS muscular dystrophy is a neuromuscular disorder that affects many and has no known cure, and;
WHEREAS only through the support of the community may a cure be found;
NOW THEREFORE the council of the RM of Dufferin does hereby declare September 2009 as “Muscular Dystrophy Awareness Month” in the RM of Dufferin.

BE IT RESOLVED that the Council of the Rural Municipality of Dufferin authorize the payment of $52.50 to Madison Fraser for 6 hours of assistance at $8.75 per hour and $87.50 to Mitchell Bergsma for 10 hours of assistance at $8.75 per hour.

BE IT RESOLVED that the Council of the Rural Municipality of Dufferin authorizes the payment to the Town of Carman for half of the costs for HR Downloads for a total of $179.55.

#16 Re: Attendance at AMM course – Councillors Dunn/Cohoe
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin authorize the attendance of Sharla Murray, Assistant Administrator to the AMM PSAB Training in Winnipeg on Wednesday, August 19, 2009; and
FURTHER BE IT RESOLVED that the municipality cover all expenses of registration and travel.

BE IT RESOLVED that the Council of the Rural Municipality of Dufferin approve the development permit policy.

A resolution to move a hydrant from the corner of Henry Klaussen’s lot adjacent to Brian Petkau’s lot in Heritage Acres was tabled.

A resolution to approve the development agreement with Dorothy & Wayne Hiebert was tabled.

#18 Re: Muniware Payroll License – CouncillorsDunn/McCutcheon
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin authorizes the payment to Municipal Information Systems to increase the license limit on the Payroll in Muniware for a total of $50.00 plus GST.

#19 Re: Variation #7V/2009 – Councillors Peckover/Cohoe
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin approve the variation order #7V/2009, namely to allow the west side yard of 10 feet from the required 25 feet and the rear yard to 0 feet from the required 25 feet for NE ¼ 19-7-4 W, Title # 1904941, Roll # 66600, belonging to Vernon and Lucy Redekopp.

A resolution for a second dwelling on the same title for help with the farming business at Lot 1, SE ¼ 23-7-5 W, Title # 2344155, Roll #149100 belonging to Joseph & Ethel Roy was tabled. The CAO was requested to contact Mr. & Mrs. Roy to determine the use of the property before Council makes a decision to allow a second residence.

A resolution for the cleanup of the trees around the hospital was tabled and will be taken to the executive to come out of the Hospital Board.

#20 Re: Subdivision – Darryl Swark – Pt. NW ¼ & SW ¼ 32-7-4 W – Councillors Driedger/Dunn
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin approve the subdivision application of Darryl Swark to subdivide the approximate 12.5 acre yard site from the balance of the 320.89 acre parcel on the NW ¼ & SW ¼ 32-7-4 W owned by John & Lorraine Swark.

#21 Re: Attendance at Water is the new Gold – Councillors Gray/Driedger
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin authorize the attendance of one person is the New Gold Conference in Winnipeg on September 20th, 2009; and
FURTHER BE IT RESOLVED that the municipality cover all expenses of registration and travel.

Olympic Torch Run resolution was tabled
Reeve Shawn McCutcheon and Councillor John Peckover will represent the RM of Dufferin on this committee. The RM requests Prairie Rose School Division to help with the funding for the event. Town Councillors Connie Rose and Jane Swanton are interested in the committee, along with citizens Debbie Thoms and Debbie Iverson. RBC and Coke will be asked for some help with the funding. We would like equal partners in the funding.

#22 Re: Municipal Courses – Councillors Driedger/McCutcheon
AND WHEREAS the office assistant has completed the Managing the Human Resource Function course,
BE IT RESOLVED that the Council of the Rural Municipality of Dufferin approve the reimbursement of $430.00 for the cost of the Managing the Human Resource Function course.

A discussion was tabled for the next committee meeting in regards to Ken Gyoerick and backlane parking issues in Homewood.

Discussion regarding the NW ¼ 32-6-5 belonging to Art Poppe – can he do the ditch himself?
-it has been a problem for years
-we do the surveying
-we let him know what is required
-we can oversee the project

BE IT RESOLVED that the RM of Dufferin Council dissolve into a committee of the whole as per Section 152(3) of the Municipal Act to discuss Olympic event preparations.
